Comprehensive Arts Planning Program (CAPP)

Minnesota’s Comprehensive Arts Planning Program (CAPP) is a partnership of the Perpich Center for Arts in Education, the Minnesota State Arts Board, and the Minnesota Alliance for Arts in Education. Funding is provided through the Minnesota State Legislature. The East Metro Integration District was selected as a CAPP site in Fall 2005.

CAPP defines “art” as dance, literary arts, media arts, music, theater, and visual arts. The program helps local school and community teams design five-year, long-range plans for the arts education of all students. It provides grant money, technical assistance through workshops and site visits, resource materials, and leadership training for two years.

  • Year One focuses on providing leadership training to the committee and on development of the five-year plan.
  • Year Two addresses implementation of the first year of the five-year plan.
During the first year of our CAPP grant cycle process, care was taken to develop the mission and vision statements. We began to connect with other arts organizations in the Twin Cities. Below are the essential beliefs, which underscore the work of the first year’s CAPP committee.

We believe that:
  • Art education leads to media literacy
  • Art helps students see how they fit into their environment and society
  • Art reflects and affects human development
  • Art must be experienced; all students must participate in art
  • Art allows communication across both real of perceived barriers
  • Art is a tool for learning, reflecting the history of the culture
  • Art expands self-awareness
  • Art is a tool for communication and problem-solving
  • Art should be used to open students’ eyes offering new avenues for success

Mission Statement: EMID will provide authentic art experiences — both interdisciplinary and discipline-based — that reflect and affect our multicultural community.
